The first is statutory: under LLC Law § 301, every LLC registered in New York already has an agent for service of process, the Secretary of State, and no purchase on this page alters that arrangement. A registered agent under § 302 is a designation the law permits, never one it demands. The strongest alternative in the record. Northwest's schedule is fully public: a first year at no charge with formation orders, $125 annually through the fourth state, and $100 per state from the fifth onward. Its phones are answered by employees rather than a contracted call center, and its privacy posture has held up under years of scrutiny. One entry stands against it: the $125 renewal exceeds ours by $26, and the gap repeats annually.
3. BetterLegal
The $90 annual rate is published openly and held firm under our July 2026 check, the lowest disclosed figure in this record. The gap in the file is the first year: how signup bills could not be confirmed in our check, so the renewal price is documented and the starting price is not. Price-led buyers should shortlist it and settle the open question at checkout themselves.
4. Rocket Lawyer
A uniform $125 per year at every membership tier, without teaser pricing, which the record credits. Composition deserves the attention: the fee purchases a legal-services membership with agent duty folded inside, document templates and attorney consultations included. Subscribers who use the platform receive value for the full fee. A buyer seeking only a New York agent finances the unused remainder.
5. ZenBusiness
The best software in the category, without much argument. Pricing comes in two stages: year one as a standalone purchase is $99 plus state fees; renewal is $199 annually from then on. This record scores it at $199, the figure that recurs, and treats the opening rate as a doorway rather than a price. Against our flat $99, the platform must justify a $100 yearly premium on its own merits.
6. Bizee (formerly Incfile)
Bizee, previously Incfile, folds agent coverage into its formation tiers at no charge, with the covered window spanning three months to a year. The included period is genuine value for a company forming anyway. The liability is temporal: standalone billing opens at $149 per year when the included months run out, without ceremony. The expiration date belongs on your calendar the day you accept the bundle.
7. LegalZoom
The best-known name present, at $249 per year on automatic renewal, with no first-year reduction found in our check. That is the highest fixed rate in the table. The statutory function, receiving documents at a New York address and forwarding them, does not vary with the fee, so the premium purchases recognition. Some buyers pay for recognition knowingly; the record simply prices it.
8. Swyft Filings
Billed at $149 per quarter, which annualizes to roughly $596, the most expensive structure recorded here, with no first-year discount located to offset it. Quarterly invoicing keeps the yearly sum off the page where the purchase happens. The record restores it: about six times our annual rate for the same statutory task.
9. Inc Authority
The first year costs nothing; the renewal figure appears nowhere on the site. Our July 2026 review of the homepage, FAQ, and premium packages produced no published number, which points toward disclosure at checkout or by telephone. This record treats an unpublished renewal as a finding in itself and ranks it accordingly. A rate withheld until after the free year is a rate the buyer cannot compare, and comparison is the entire exercise.
Section 301 Before Any Vendor: New York's Built-In Agent
The statute that frames this market deserves its own entry. Every New York LLC already holds an appointment it never made: the Secretary of State serves as its process agent, fixed by operation of law and never removable. Process served on the state is accepted and forwarded by mail to the service-of-process address in the entity's public record. That is the default channel: functional, free, paced by the postal system, with the receiving address visible to anyone who searches the record. The Department of State's business entity FAQ describes the arrangement in the state's own words.
A § 302 designation adds a private channel beside the public one. Papers served on a designated agent reach a chosen recipient on the day of service, at a street address that is not the owner's home, while the state's default continues underneath; the Secretary of State remains agent by law no matter which vendor holds the designation, ours included. The conclusion follows directly: this product earns its fee on speed of notice and address privacy, or it does not earn it at all. An owner content with mailed forwarding to an address in the public record needs nothing sold on this page, and this record would rather say so than manufacture a requirement.
The $9 Biennial Statement: A Deadline Without a Fine
New York's periodic filing is the Biennial Statement: $9 every two years, filed during the calendar month in which the Articles of Organization were filed, on a cycle anchored to each entity's own formation date rather than a statewide even-odd split. Few periodic filings in any state cost less. For an LLC the statement reports a single field, the mailing address to which the Secretary of State forwards process, which underlines how much of New York compliance is address maintenance. Enforcement is unusual too: no late fee attaches, and the Department of State does not administratively dissolve an entity for skipping it. Under LLC Law § 301(e), a non-filer is marked past due and loses good standing, nothing more. The mark carries more weight than it sounds. Certificates of good standing surface in loan files, closings, and license applications, and a $9 filing is a poor reason to fail one. An LLC that designates, replaces, or revokes a registered agent files a Certificate of Change, form DOS-1359-f, with the Division of Corporations at $30; that is the cost of a switch, set by LLC Law § 211-A(a). A $5 certificate exists under § 211-A(b), but it is filed by the agent, not the company, and only to update addresses. A registered agent's own resignation or change of address under § 302 runs $20. Quotes of $5 for an agent switch conflate the first two filings; budget $30. Eligibility under § 302(b) admits three categories: a natural person residing in New York or holding a business address in the state, a domestic or authorized foreign LLC, and a domestic or authorized foreign corporation. Every vendor in this record qualifies, so the statute narrows nothing; price and handling must do the sorting.
For entities not yet formed, the Articles of Organization, form DOS-1336-f, file with the Division of Corporations at $200, and formation triggers the publication requirement: notices in two newspapers designated by the county clerk, run six consecutive weeks within 120 days, completed by a $50 Certificate of Publication. Newspaper costs vary sharply by county and run highest in New York City.
